Israel confronts the Gaza Freedom Flotilla (Ongoing Roundup)

NOTE: This roundup will be continuously updated with further information


This past Memorial Day weekend, "Israel boarded a Gaza-bound 'Freedom Flotilla' and killed an indeterminate number of innocent bystanders as they attempted to take control international waters."

Well, at least that's the take of Henry Karlson of Vox Nova -- who appears to be taking his talking points from Egyptian passenger Hazem Farouq:

"It was hell on the sea. I saw Israeli soldiers killing activists in cold blood and then walking on their bodies ... The Israeli soldiers sprayed bullets as if they were a mafia in an American film."


Unfortunately, as with such accounts of Israel's actions, the facts tend to get in the way. Let's examine the various claims of this Catholic blog regarding what happened this weekend ...

Tantamount to Piracy?

[Henry Karlson @ Vox Nova] Israel is claiming the massacre is justified because their soldiers were attacked. They fail to point out they were attacked when they were boarding a vessel they had no lawful authority to board, acting like pirates who think they control the seas.
For what it's worth, the Israel Ministry of Foreign Affairs provides a page explaining the legal background behind the Gaza flotilla and the maritime blockade of Gaza:
A maritime blockade is in effect off the coast of Gaza. Such blockade has been imposed, as Israel is currently in a state of armed conflict with the Hamas regime that controls Gaza, which has repeatedly bombed civilian targets in Israel with weapons that have been smuggled into Gaza via the sea. [...]

[I]t should be noted that Israel publicized the existence of the blockade and the precise coordinates of such by means of the accepted international professional maritime channels. Israel also provided appropriate notification to the affected governments and to the organizers of the Gaza protest flotilla. Moreover, in real time, the ships participating in the protest flotilla were warned repeatedly that a maritime blockade is in effect. [...]

Given the protesters explicit intention to violate the naval blockade, Israel exercised its right under international law to enforce the blockade. It should be noted that prior to undertaking enforcement measures, explicit warnings were relayed directly to the captains of the vessels, expressing Israel's intent to exercise its right to enforce the blockade.

Not only did Israel convey explicit warnings against breaking the blockade, but the interception came after numerous appeals to governments, organizations, and flotilla organizers ahead of their departures, and also during their journeys towards the Gaza shore [to convey the humanitarian supplies by another route]:
In these appeals, it was clarified to the flotilla organizers that they would be able to anchor in the Ashdod port, unload their equipment and transfer it over to the Gaza Strip in an organized manner after it would undergo accepted security checks. When flotilla organizers made it clear that they had no intention of cooperating and accepting the invitation to the Ashdod port, it was decided to intercept the boats and to bring them to the Ashdod port.
Consequently, Israel believed it was well within its rights to enforce a declared blockade. See also Israel, the Flotilla and International Waters (discussion with Yaakov @ Newsvine.com).

Update

Ed Morgan, a professor of international law at the University of Toronto, offers a helpful primer on the "Law of the Sea", by which we can judge the flotilla incident:
A naval blockade is defined in Article 7.71 of the U.S. Naval Handbook as “a belligerent operation to prevent vessels and/or aircraft of all nations, enemy as well as neutral, from entering or exiting specified ports, airfields, or coastal areas belonging to, occupied by, or under the control of an enemy nation.” It is designed to stop ships from crossing a cordon separating the enemy’s coast from the high seas. It is therefore often enforced in what would otherwise be international waters approaching, but not necessarily inside, the territorial sea of the blockaded party. [...]

A maritime blockade is for security purposes only, and must allow humanitarian assistance to the civilian population. Since the ships sailing for Gaza were on a declared humanitarian mission, those on board had the right to expect that any humanitarian goods would ultimately find their way to their intended recipients. On the other hand, having announced its blockade, Israel had no obligation to take the ships’ crew at their word as to the nature of the cargo. The blockading party has the right to fashion the arrangements, including search at a nearby port, under which passage of humanitarian goods is permitted. San Remo specifies that this inspection should include supervision by a neutral party to prevent the unwarranted seizure of humanitarian supplies and the abuse of humanitarian assistance by the blockaded party.

Finally, the rule of proportionate force, applicable to all armed conflict, applies equally to a naval blockade. Blockading navies are obliged to arrest a ship rather than simply fire on it, and once its soldiers are on board an arrested ship their actions must be proportionate to the threat that they meet. While Israel appears to have met the other criteria eliminating a macro offence, here the facts will have to be gathered from witnesses and videos to determine what level of force was truly needed at the spot where the paintballs met the hammers.

A disproportionate or justified use of armed force?

[Henry Karlson @ Vox Nova] Probably those who attacked the soldiers were acting reflexively without thinking. Let alone the moral question, in all practicality, this was not the wisest thing to do, because the soldiers were heavily armed and could take control of the ship without difficulty.
(Elder of Ziyon notes), these would be the same "peace activists" who attacked the IDF commandoes with chains and iron rods, throwing them over railings, stabbing them, and calling for a repeat of Mohammed's massacre of Jews at Khaybar. By contrast, the soldiers by their account were not "heavily armed" but rather were woefully unprepared -- armed with equipped with paintball rifles used to disperse minor protests, and handguns as a last resort in life-threatening situations (as reported by Yediot Ahronot).

Here's how one IDF soldier described the incident:
"We went down with our bare hands and met passengers with glass bottles and clubs," said one fighter squadron participated in the operation.

"We were lynched," testified one of the fighters in the hospital. "For every person that came down, three or four people beat him. They were all with metal batons, knives, glass bottles. At one point there was live fire."

"In fact I got there last," said a fighter squadron in an interview with Channel 2 News. "I saw the guys scattered on the deck surrounded each of them with about four people beating him."

"Trying to defend myself I probably broke my hand . All who got on board had no weapons in hand, but their bare hands," explained the soldier. "We came to work things out, but they came for war - the gun was absolutely our last resort."

According to Army Radio reporter Gal Lev-Rom, "the soldiers said they were truly not prepared to face violence of this nature":
“The activists had many things ready for an attack on the soldiers,” Lev-Rom said, “including, for instance, a box of 20-30 slingshots with metal balls; these can kill. There were also all sorts of knives and many similar things. These are what they call ‘cold’ weapons, as opposed to live fire. It was quite clear that a lynch had been prepared.”

Lev-Rom said, however, that it appears the army, “even though it prepared for many different scenarios, was not ready for this one. The army seems not to have known what type of people were there and what type of weapons they had. It was hard for Israel to conceive that the ship, sponsored by the country of Turkey, would have such weapons. Israel was prepared to deal with anarchists, and instead had to deal with terrorists – that’s the feeling here.”

A Reuters cameraman on the Israel Navy ship Kidon, sailing close to the convoy, said IDF commanders monitoring the operation were surprised by the strong resistance (Haaretz):
One of the commandos said some of the soldiers were stripped of their helmets and equipment and a several were tossed from the top deck to a lower deck, forcing them to jump into the sea to escape.

"They jumped me, hit me with clubs and bottles and stole my rifle," one of the commandos said. "I pulled out my pistol and had no choice but to shoot."

The soldiers said they were forced to open fire after the activists struck one of their comrades in the head and trampled on him. A senior IDF field commander ordered the soldiers then to respond with fire, a decision which the commandos said received full backing the military echelon.

The IDF said its rules of engagement allowed troops to open fire in what it called a "life-threatening situation".

Update!

According to Free Gaza's account of the events, "Under darkness of night, Israeli commandoes dropped from a helicopter onto the Turkish passenger ship, Mavi Marmara, and began to shoot the moment their feet hit the deck. They fired directly into the crowd of civilians asleep."

However, a Turkish paper published pictures of Israeli commandos taken hostage during the initial moments of the flotilla raid, which reveals Free Gaza's claim to be a complete fabrication. The blog Elder of Ziyon comments:

The Turkish newspaper that published the pictures of the IDF soldiers today does not use the meme of ruthless IDF soldiers shooting from the helicopter and murdering civilians within seconds of landing on deck - nor do the pictures support that narrative in the least. Rather, they prove Israel's version of events completely. Yet the Turkish press, as we had seen Friday from some of the Arabic press, instead say how weak and ineffectual the IDF soldiers were, all but mocking them for not using lethal force initially.

The newspaper notes, with glee, the fear in the soldiers' faces captured in the photos. It discusses how the brave "humanitarians" fought the mighty IDF with sacks of onions. The article calls the soldiers "amateurish" and "incompetent."

To the supporters of the IHH and its partners, the IDF's reticence in using lethal force is a clear sign of weakness, not a sign of caring about human life.

  • "We had no choice" - "They had murder in their eyes". The Jerusalem Post gives an eyewitness account of the commando who killed six of the attackers:
    The 15th and last naval commando from Flotilla 13 (the Shayetet) to rappel down onto the ship from the helicopter, S. said on Thursday that he was immediately attacked by what the IDF has called “the mob of mercenaries” aboard the vessel, just like the soldiers who had boarded just before him.

    Looking to his side, he saw three of his commanders lying wounded – one with a gunshot wound to the stomach and another with a gunshot wound to the knee. A third was lying unconscious; his skull was fractured by a devastating blow with a metal bar.

    As the next in the chain of command, S., who has been in the Shayetet for three and a half years, immediately took charge.

    He pushed the wounded soldiers up against the wall of the upper deck and created a perimeter of soldiers around them to begin treating their wounds, he said. He then arranged his men to form a second perimeter, and pulled out his 9 mm. Glock pistol to stave off the charging attackers and to protect his wounded comrades.

    The attackers had already seized two pistols from the commandos, and fired repeatedly at them. Facing more than a dozen of the mercenaries, and convinced their lives were in danger, he and his colleagues opened fire, he said. S. singlehandedly killed six men. His colleagues killed another three.



    Humanitarians and "Peace activists"

    Henry Karlson (Vox Nova) moves on to describe the convoy itself and it's "humanitarian mission":
    "The Freedom Flotilla carries more than 10,000 tons of relief and developmental aid to Gaza, along with roughly 700 participants from more than 30 countries, among them volunteers from Canada, South Africa, Algeria, Turkey, Macedonia, Pakistan, Yemin, Kosovo, the UK and US and Kuwait – and an exiled former Archbishop of Jerusalem who currently lives in the Vatican."

    Here we see the situation involves not just Muslim nations, but many of the nations of the West, such as the United States. We also see that the retired Archbishop of Jerusalem is on board the ship, indicating the active role the Church has had in this humanitarian aid.

    The archbishop in question would be Father Hilarion Capucci
    ... the archbishop of Jerusalem during the 1960s and early 1970s, was arrested by Israeli security forces in 1974 for material support of a terrorist organization. According to Paul Merkley, a historian and author of the book Christian Attitudes Towards the State of Israel, Capucci used his official limousine and "the cover of his priestly office to personally smuggle explosives, submachine guns, and even katyusha rockets into Israel, which were then used in PLO terrorist actions accounting for the loss of many lives."

    The Muslim Brotherhood issued a statement on its English language website this week, announcing the priest's participation in the flotilla and claiming that "the Israeli occupation exiled father Capucci from Palestine because of his honorable national stands."

    Sentenced to fifty-seven years in an Israeli prison, the gunrunning clergyman was granted a reprieve in 1977 after direct intervention from the Vatican. The Catholic Church called for Capucci's release on the grounds that his incarceration only served to "aggravate tension."

    The Church promised Israeli authorities that Capucci would cease all involvement in political issues regarding the state of Israel. Since that time Capucci has positioned himself as a prominent anti-Zionist activist. In 2009 he was arrested and transferred to Syria by Israeli security forces after attempting to illegally enter Gaza by sea. The former terrorist is also active in promoting the right of return for those Arabs who fled during the 1948 invasion of the newly declared state of Israel.

    According to the former archbishop, the founder of his religion was "the first Fedayeen" and he was merely "following his example."

    So much for the "Church's involvement" -- what about the rest of the occupants?

    As Jonathan Schanzer (Weekly Standard) points out, the convoy of ships allegedly trying to bring aid to the Gaza Strip was organized by a group belonging to an officially designated terrorist organization:
    The Turkish IHH (Islan Haklary Ve Hurriyetleri Vakfi in Turkish) was founded in 1992, and reportedly popped up on the CIA's radar in 1996 for its radical Islamist leanings. Like many other Islamist charities, the IHH has a record of providing relief to areas where disaster has struck in the Muslim world.

    However, the organization is not a force for good. The Turkish nonprofit belongs to a Saudi-based umbrella organization known to finance terrorism called the Union of Good (Ittilaf al-Kheir in Arabic). Notably, the Union is chaired by Sheikh Yusuf Qaradawi, who is known best for his religious ruling that encourages suicide attacks against Israeli civilians. According to one report, Qardawi personally transferred millions of dollars to the Union in an effort to provide financial support to Hamas.

    In 2008, the Israelis banned IHH, along with 35 other Islamist charities worldwide, for its ties to the Union of Good. This was a follow-on designation; Israelis first blocked the Union of Good from operating in the West Bank and Gaza in 2002. [Read the rest]

    See also: IHH's support and finance of radical Islamic terror networks - a report by The Intelligence and Terrorism Information Center, according to which it's pretty clear that the activists aboard the Flotilla were hoping to provoke a confrontation with Israel:

    On April 7, 2010, IHH head Bülent Yildirim told a press conference in Istanbul that the flotilla would be a “test” for Israel. He said that should Israel oppose the flotilla it would be considered “a declaration of war” on the countries whose activists arrived on board the ships (IHH website, April 7, 2010). In a fiery speech given at the launching of the Mavi Marmaris on May 23, he said to Israel, “Handle this crisis well. If you prevent [the flotilla from reaching the Gaza Strip] you will remain isolated in the world and harm yourselves” (IHH website in Turkish, May 23, 2010). On May 21 Muhammad Kaya, head of IHH’s branch office in the Gaza Strip, said there was a plan to send flotillas to the Gaza Strip every month (Al-Jazeera-Info website, arabianawareness.com, May 21, 2010).
    Violence and possibly "martyrdom" against Israel was not only anticipated, but sought after according to Dr. Abd Al-Fatah Shayyeq Naaman, lecturer in Shari'ah law at a university in Yemen:
    "The [Gaza] flotilla commander said yesterday: 'We will not allow the Zionists to get near us and we will use resistance against them.'

    How will they wage resistance? They will resist with their fingernails. They are people who seek Martyrdom for Allah, as much as they want to reach Gaza, but the first [Martyrdom] is more desirable."

    Update!

    The International Muslim Brotherhood had a heavy hand in orchestrating the flotilla, reports Thomas Jocelyn (Weekly Standard June 3, 2010):
    [T]he flotilla was organized in large part by a radical Turkish Islamist organization named IHH (Islan Haklary Ve Hurriyetleri Vakfi). The IHH, in turn, is part of a Saudi-based umbrella group called the Union of Good, which was created by Hamas. [...]

    The Union of Good’s leaders include Sheikh Yusuf Qaradawi, a top Muslim Brotherhood cleric, and Sheikh Abd al Majid al Zindani, who heads Yemen’s Islah party. Zindani and the Islah party have deep Brotherhood roots.

    In other words, the IHH is an offshoot of the Union of Good, which is in turn an offshoot of the Brotherhood -- as is Hamas.

    Jocelyn goes on to investigate various flotilla passengers' connections to the Muslim Brotherhood. See also MEMRI's extensive investigation and profile of the flotilla passengers: "Writing Wills, Preparing for Martyrdom, Determined to Reach Gaza or Die".

    Not without reason does Israeli ambassador Michael B. Oren describe the flotilla as "An Assault, Cloaked in Peace" (New York Times June 3, 2010):
    What the videos don’t show, however, are several curious aspects Israeli authorities are now investigating. First, about 100 of those detained from the boats were carrying immense sums in their pockets — nearly a million euros in total. Second, Israel discovered spent bullet cartridges on the Mavi Marmara that are of a caliber not used by the Israeli commandos, some of whom suffered gunshot wounds. Also found on the boat were propaganda clips showing passengers “injured” by Israeli forces; these videos, however, were filmed during daylight, hours before the nighttime operation occurred.

    The investigations of all this evidence will be transparent, in accordance with Israel’s security needs.

    And The Washington Post now charges the Turkish government of Recep Tayyip Erdogan with responsibility for the flotilla fiasco:
    Turkey's ambassador to the United States makes the argument that Israel had no cause to clash with the "European lawmakers, journalists, business leaders and an 86-year-old Holocaust survivor" who were aboard the flotilla. But there was no fighting with those people, or with five of the six boats in the fleet. All of the violence occurred aboard the Turkish ferry Mavi Marmara, and all of those who were killed were members or volunteers for the Islamic "charity" that owned the ship, the Humanitarian Relief Foundation (IHH).

    The relationship between Mr. Erdogan's government and the IHH ought to be one focus of any international investigation into the incident. The foundation is a member of the "Union of Good," a coalition that was formed to provide material support to Hamas and that was named as a terrorist entity by the United States in 2008.

    Against the Distribution of Humanitarian Aid?

    What of the humanitarian supplies that Israel was dead-set against giving to the Gazans? (Jerusalem Post June 4, 2010):

    Twenty-four hours after the last ship of the Gaza aid flotilla entered the Ashdod Port under the watchful eye of the Israeli Navy, all of the equipment on board was examined Tuesday and the majority of it was loaded onto trucks headed to the Kerem Shalom border crossing. The flotilla’s flagship, the Marmara - where the clash between Israeli commandoes and the passengers took place and which held the participant’s personal belongings - had yet to be fully inspected.

    In a statement to reporters at the port on Tuesday, Colonel Moshe Levi, commander of the IDF’s Gaza Strip Coordination and Liaison Administration (CLA), said that none ofthe equipment found on board the three cargo ships was in shortage in Gaza.

    Large quantities of essential food items like baby formula, wheat, meat, dairy products and other perishables are transferred daily and weekly to Gaza. Fertilizers that cannot be used to make explosives are shipped into the Strip regularly, as are potato seeds, eggs for reproduction, bees, and equipment for the flower industry.

    In 2009 alone, more than 738,000 tons of food and supplies entered Gaza. Pictures in local newspapers show local markets aplenty with fruit, vegetables, cheese, spices, bread and meat to feed 1.4 million Gazans.

    In the first quarter of 2010 (January-March), 94,500 tons of supplies were transferred in 3,676 trucks to the Strip: 48,000 tons of food products; 40,000 tons of wheat; 2,760 tons of rice; 1,987 tons of clothes and footwear; 553 tons of milk powder and baby food.

    In a typical week the IDF coordinates the transfer of hundreds of trucks containing about 15,000 tons of supplies. During the week of May 18, 2010 there were more than 100 truckloads of animal food, 65 trucks of fruit and vegetables; 22 truckloads of sugar, some 27 truckloads of meat, poultry and fish; and 40 trucks of dairy products. At holiday times, Israel increases transfers. During the Muslim holy days of Ramadhan and Eid al-Adha, Israel shipped some 11,000 heads of cattle into the Strip.

    Update!

    Israel's attempts to deliver the humanitarian aid were thwarted by Hamas, who refused to accept the cargo (CNN June 2, 2010):
    Palestinian sources confirmed that trucks that arrived from Israel at the Rafah terminal at the Israel-Gaza border were barred from delivering the aid.

    Ra'ed Fatooh, in charge of the crossings, and Jamal Khudari, head of a committee against the Gaza blockade, said Israel must release all flotilla detainees and that it will be accepted in the territory only by the Free Gaza Movement people who organized the flotilla.

    Israel said it had 20 trucks of aid found on the ships, such as expired medications, clothing, blankets, some medical equipment and toys.

    Israel has released all foreign flotilla detainees by Wednesday, but four Israeli Arabs remain in custody.

    Who really cares about Gazans? -- Jordan, Saudi Arabia and Egypt and even Syria are cooperating with Israel to distribute humanitarian aid to Gaza.

    Hamas' refusal of aid to the Gazans is to be expected. As Der Spiegel reports, "International donations are not always welcome in Gaza" (June 4, 2010):

    "People who are not in with Hamas don't see any of the relief goods or the gifts of money," Khadar says. On the sand dune where his house once perched, there is now an emergency shelter. The shelter is made of concrete blocks that Khadar dug from the rubble, and the roof is the canvas of a tent that provided the family with shelter for the first summer after the war. "Hamas supporters get prefabricated housing, furnishings and paid work. We get nothing," Khadar complains.

    The reason his family receives nothing: Like many of his neighbors, Khadar is a die-hard supporter of the Fatah party, the sworn political enemy of the more radical Islamists in Hamas. [...]

    "We knew Hamas would take the goods for themselves and distribute them at their own discretion. For us, and for many of our friends, it doesn't make any difference whether the world is trying to help us. Our situation will only improve if the blockade is lifted," Khadar explains.

    On Saturday (May 5, 2010), IDF forces piloted the Rachel Corrie to the port of Ashdod after boarding the ship. The Jerusalem Post reports:

    None were harmed in the military operation as the international activists on the ship cooperated with the boarding party. The activists went as far as lowering a ladder to the soldiers patrol boat to allow them to board, army sources have revealed.

    The military said its forces boarded the 1,200-ton cargo ship from the sea, not helicopters. Army spokeswoman Lt. Col. Avital Leibovich said Saturday's takeover took only a few minutes and that the vessel was being taken to Ashdod port.

    Prior to the takeover, three navy ships tailed the aid boat for several hours throughout the morning, a few dozen kilometers from the blockaded Strip. The army said it had contacted the boat four times and urged its passengers to divert to Ashdod, but the activists had repeatedly refused.

    Curiously, despite Gaza's need for assistance, The Free Gaza organization refused Israel's offers to facilitate the further distribution of aid from additional ships - Elder of Ziyon posts the radio exchanges btw/ ships and reports:

    The flotilla team repeatedly had said that the reason the refuse to go to Ashdod is because Israel would not allow some of their cargo to go to Gaza. Here. we hear that Israel not only offered to transfer the cement that would have been brought on the ship to Gaza, but also that it would allow a third party NGO to bring it into Gaza.

    Although their final response is not on this audio recording, Free Gaza evidently refused, although they were quite polite about it. They even helped the IDF soldiers get onto the ship.

    I believe Israel has the right to protect its citizens from harm by way of a blockade of arms to Gaza (the controlling authority of which is Hamas, after all, an organization complicit in many terrorist acts against Israel's citizens and wholly committed to the eradication of Israel).

    However, this is not to say that Israel didn't act badly in this situation and make some grievous errors in judgement resulting in the needless deaths of Palestinians as well as its own troops. Let's admit it -- those who organized the Flotilla got what they wanted: to force the hand of Israel and achieve a major propaganda win for her enemies.

    Yaacov Lozowick (author of Right to Exist: A Moral Defense of Israel's Wars -- worth reading), has some pertinent thoughts on this matter. I agree with his conclusion: "It may have been justified, but it wasn't wise."
    Israel will not disappear, not now, not later. It is one of the most vital places on earth, bursting with creativity and hugely committed to success; this is also one of the better moments in 3000 years of Jewish history – a rather glum statement, that, but true. Yet Israel is not being wise, as the case of the flotilla shows.

    We all know that the threat from Hezbollah is greater than from Hamas, yet we don't blockade Lebanon. The price would be too high, so we grimly prepare for the next war in the hope that being prepared well enough will postpone it for a while, and in the meantime it's not an international detriment; on the contrary, perhaps we gain a measure of goodwill that we'll cash in on eventually. So why blockade Gaza? Is the blockade essential? Six months from now, or six years, we'll lift it, and Gaza will still be full of people who fervently wish for our destruction, just like in Lebanon: nu? At that point the defunct blockade will no longer be essential?

    Some military actions will always be unavoidable. Do we do our very best to ensure that when we apply force, we're doing so in the most brilliant way possible? Have we thought out every scenario, and formulated a response to every counter move our enemies will make? Couldn't we could have silently jammed the propellers of those ships, leaving them dead in the water and begging us to save them from the blistering heat? Instead of heroic victims they'd be the world's laughing stock. I'm a mere blogger, not a decision maker, so perhaps there were reasons not to go that way: but were all options considered? Was the fiasco we ended up with the sole alternative? We handed our enemies an epic propaganda victory on a silver platter: that can't have been the best option?

    Assessing Pope Benedict XVI's pilgrimage to Israel and the Holy Land

    Before praying of the midday Regina Caeli with those gathered in St. Peter's Square, the Pope reflected on his recent eight-day tour of Jordan, Israel and the Palestinian territories (Zenit News):

    "The Holy Land, symbol of God’s love for his people and for the whole of humanity, is also a symbol of the freedom and the peace that God wants for all his children," the Holy Father said. "In fact, however, the history of yesterday and today shows that precisely that Land has become the symbol of the opposite, that is, of divisions and interminable conflicts between brothers."

    The Pontiff explained that the Holy Land "has been called a 'fifth Gospel,' because here we see, indeed touch, the reality of the history that God realized together with men -- beginning with the places of Abraham’s life to the places of Jesus’ life, from the incarnation to the empty tomb, sign of his resurrection."

    "Yes, God came to this land, he acted with us in this world," he continued. "But here we can say still more: The Holy Land, because of its very history, can be considered a microcosm that recapitulates in itself God’s arduous journey with humanity.

    "A journey that implicates even the cross with sin, but -- with the abundance of divine love -- the joy of the Holy Spirit too, the resurrection already begun, and it is the journey, through the valley of our suffering, to the Kingdom of God, the kingdom that is not of this world, but that lives in this world and must penetrate it with its power of justice and peace."

    "Salvation history begins with the election of one man, Abraham, and of people, Israel, but its aim is universality, the salvation of all nations," Benedict XVI added. "Salvation history is always marked by this intersection of particularity and universality."

    • In Jerusalem and Bethlehem. Where the Foundations of the Faith Can Be "Touched" - Sandro Magister provides his own selection of excerpts from the Pope's remarks, commenting:
      it would be simplistic and misguided to give a purely political interpretation to the overall message that Benedict XVI wanted to address to the Christians of the Holy Land.

      In the pope's judgment, the Church will be influential – on the political terrain as well – if it is able to do something different: if it helps above all to "remove the walls that we build around our hearts, the barriers that we raise against our neighbor."

      Benedict XVI's main goal is to convert hearts and minds to God. He has said and written this repeatedly.

      And he has remained absolutely faithful to this "priority" even on a trip so loaded with political significance as the one he is making to the Holy Land.

    • The Pope, Arabic Islam and the West, by Samir Khalil Samir (Asia News May 14, 2009). According to Samir, it is in Jordan that the Pope "laid the basis for collaboration between Muslims and Christians, East and West." While the Arab press focused on past resentments toward the Regensburg address, Fr. Samir encountered an atmosphere that "was serene, welcoming and of shared trust." He offers an analysis of the Pope's remarks at the University of Madaba, for him "the key point of the pilgrimage":
      It’s very important that in a Muslim (and Christian) world, often theocratic, the pope, before speaking of religion, speaks of culture and science. And the aim of science is to love and discover truth. He insists that this intellectual formation “will sharpen their critical skills, dispel ignorance and prejudice, and assist in breaking the spell cast by ideologies old and new”.

      “Critical skills” are important in the Arab world: without criticism faith can become fanaticism, superstition or even manipulation. The pope touched on a point that is vital for the growth of the region: the absence of the critical eye, results in people following one or other political leader, without ever questioning the need for democracy, freedom, human rights, coexistence. People religiously follow, without ever questioning the principals of their own faith; holding onto traditions for fear of drowning in freedom of conscience. This is true of all religions not just Islam. Ignorance or prejudice, for the pope, threatens peace and dialogue.

      And when he speaks of the “enchantment of ideologies” he alludes to the easy way people let themselves become consumed by fanaticism and violence.

      He says: “Religion, of course, like science and technology, philosophy and all expressions of our search for truth, can be corrupted. Religion is disfigured when pressed into the service of ignorance or prejudice, contempt, violence and abuse”.

      Benedict XVI puts all of these realities into the same boat because everything can be disfigured – even science. For him, what is important is that religion is not abused or disfigured.

    • Three great ironies about Benedict's Holy Land visit, by John Allen Jr. (National Catholic Reporter May 15, 2009):
      After the most demanding high-wire act of his papacy, a grueling week that saw the 82-year-old pontiff deliver 28 speeches while shuttling among Jordan, Israel and the Palestinian Territories, it seems terribly simplistic to offer a report card, but here we go nonetheless: Give Benedict XVI an A for effort, and a B for execution.
      John Allen offers comprehensive analysis with some good insights. For example, on the sometimes harsh and abrasive criticism by Israelis of the Pope's words at Yad Vashem:
      "In effect, they argued, the very fact that Israelis weren't content just to see a pope at Yad Vashem, or at the Western Wall, is itself a sign of progress. It means that a pope coming to Israel is no longer a revolution or a cause célèbre, but rather an expression of a basically normal relationship.

      Historically inclined Israelis see a progression from Paul VI's visit in 1964, when the pontiff refused to utter the words "state of Israel" or to refer to the country's president as anything other than "mister"; to John Paul in 2000, a trip that transformed relations; to Benedict in 2009, a visit reflecting a now-routine friendship, with its ups and downs, but fundamentally there's no turning back.

      As far as the "three great ironies" of the Pope's trip, Allen notes first that the "wordsmith pope, whose métier is generally ideas rather than images, often seemed to have more success at the level of symbolism"; secondly, that for one "notoriously resistant to attempts to turn the Catholic church into a political action committee, or the message of the Gospels into a revolutionary manifesto," Pope Benedict's "strongest moments came in the political arena"; and finally, that while Pope Benedict "is arguably the pope most inclined to be sympathetic to Israel since the Jewish state was founded six decades ago, yet the Israelis in some ways were his toughest crowd":
      Benedict XVI thus arrived in Israel not only as a pope committed to theological and spiritual fraternity with Judaism, but also one less instinctively hostile to concrete Israeli policies than many other Catholic leaders.

      Perhaps the point was invisible to most of the Israeli public, but local Palestinian Christians actually complained before, and during, the trip that the pope was caving in to Israeli sensitivities at every turn -- not travelling to Gaza, not protesting when the Israelis refused to allow the residents at Aida to erect the stage immediately below the wall, and not protesting when the Israelis closed down a Palestinian press center in East Jerusalem. Even his schedule reflected deference to Israeli sensibilities. Benedict made sure to fly out of Tel Aviv well before sundown on Friday, so as not to disrupt the Sabbath.

      Most Israeli leaders seemed to recognize this, which is probably why they rushed to Benedict's defense when the criticism began. At the inter-faith event in Nazareth, for example, Bahij Masour, who heads the religious affairs division of Israel's Foreign Ministry, made a point of saying during his introduction that the pope "has clearly condemned anti-Semitism and denial of the Holocaust." Certainly Israel's President, Shimon Peres, went out of his way to be gracious to the pope, including hosting a lavish gala in his honor at the presidential palace in Jerusalem on Tuesday.

      As Israelis sort through the images left behind by the pope's trip, perhaps more of this will become clear.

    • Commenting on the Pope Benedict XVI’s visit to the Holy Land, the president of Israel, Shimon Peres, said on Wednesday: "The entire message of the Pope is positive and could spark important reflection" (Catholic News Agency):
      In an interview with L’Osservatore Romano, Peres said, in order to "have a clear idea of the message left by Benedict XVI," it is "necessary to combine his discourse at the airport" in which he deplored anti-Semitism and encouraged Christians to promote peace, with "the one at Yad Vashem," in which he reiterated the commitment to the Church to denounce all hatred.

      Peres told the Vatican newspaper that there was no one better than the Pope to express rejection for any religion that justifies violence. He said the Holy Father’s strongest message was "perhaps his arrival speech. More than once the Pope has spoken of the role of the three monotheistic religions in the building of a lasting peace."

      Referring to the search for peace, Peres noted that a new trend is emerging in the Middle East. People are no longer "satisfied with bilateral agreements, but rather seek regional agreements for peace and peaceful coexistence with the understanding that modern democracy does not consist of the right to be equal, but in the equality of rights to be different; in which all prayers can reach heaven without interference or censure."

      Pope Benedict XVI's eight-day visit to the Holy Land was a biblical pilgrimage, an interfaith mission and a political balancing act all rolled into one.

      It was also a gamble. In a region hardened by decades of conflict and simmering social and religious tensions, there was no guarantee of success.

      The long-range verdict is yet to come on this "pilgrimage of peace," but the pope certainly delivered a clear and challenging message to his diverse audiences in Jordan, Israel and the Palestinian territories May 8-15. That alone was an achievement. ...

      This sing-along started at an interfaith meeting when a rabbi began singing a song with the lyrics “Shalom, Salaam, Lord grant us peace.” At some point, the 11 clerics on the stage stood up and held hands to sing the simple tune together. Never very spontaneous, Benedict looked a little hesitant but then joined in. It was something of a “kumbaya session” — a “religious version of We Are The World,” one colleague quipped — but it was good-natured and well meant. The pope has been preaching interfaith cooperation at every stop on his tour and it seemed appropriate that it culminate in a show of unity among the religions in Galilee.

This is the same Joseph Ratzinger who, when he was a cardinal heading the Vatican’s Congregation for the Doctrine of the Faith, frowned on Pope John Paul’s pray-in with other religions at Assisi in 1986.       Benedict took advantage of his last meeting with Israeli President Shimon Peres to reiterate the key messages of his pilgrimage to the Holy Land. This Pope -- whom many consider incapable of uttering a sound bite -- managed to condense his week’s message into an 859-word address that lasted no more than three minutes. Somehow in this brief interval he was able to encapsulate the gist of the 29 different encounters that he had throughout this action-packed week. It seemed as if he were back in the university classroom once again, summing up his day’s lecture to keep his more distracted students on track. ...

    • Pope in Holy Land where fear breeds criticism, by Franco Pisano (AsiaNews):
      In Lebanon As Safir, a pro-Syrian newspaper close to the extremists of Hizbollah and Hamas, wrote that the moral authority of the Pope “has no influence on the Arab East that it can leave a trace to shape change.” A Hamas leader accused the Pontiff of not saying things which he had actually said, whilst an imam in Nazareth, who wanted to build a mosque close to the Church of the Nativity, said he “was not welcome.” Israeli closer to the opposition and the ultra-orthodox right attacked him, also forgetting what he said the same day. Part of the Western media echoed such views. If extremists and others, those who are against him on principle, attack him, then Benedict XVI has achieved some results for one does not attack someone who is irrelevant.

      Pope Benedict returned to Rome likely content with the workmanlike success of his trip. A spectacular triumph it wasn't. Yet the principal task was accomplished just by coming, lest it be said that the German pope declined to visit Israel. To get here was a struggle, with the Vatican having to overrule local Catholics who were lukewarm to the visit, and the more determined opposition of other Christian leaders. The Christian Arabs here thought the visit would be an undeserved propaganda triumph for an Israeli government they deeply mistrust. They asked the Pope not to come. He came anyway.

    • Commonweal's Paul Moses on Benedict’s effort to reach Arab world:
      Benedict made a strong effort to speak to the Arab world on this trip. I haven’t made a line-for-line comparison of their remarks, but my sense is that Benedict was more pointed than John Paul was in his defense of the Palestinian people. ...

      This may turn out to be the most significant aspect of the trip - more so than the debate on whether the pope should have spoken more personally about the Holocaust. One must suspect that at least some of the negative reaction in Israel was driven by the pope’s take on the Israeli-Palestinian dispute. Or, as an editorial in the Jerusalem Post put it, “The past week showed that on the Palestinian-Israeli conflict, Pope Benedict XVI just doesn’t get it. ” But maybe he does.

    • Yechiel Eckstein, founder of the International Fellowship of Christians and Jews, believes the Pope's trip to Israel was a success and laments those Jewish critics declining to attend the papal events, and says "there is no question that this pope deeply respects Judaism and stands solidly for the security of the state of Israel" (Wall Street Journal):
      As someone who has dedicated the past 35 years to fostering respect between Jews and Christians, I was deeply encouraged by the pope's visit and believe that it has contributed significantly toward supplanting the dark and violent history between Jews and the church.

      The world desperately needs this model of reconciliation. I pray that it extends to our Muslim cousins too, so that all the children of Abraham might find peace with one another.

    • Leading rabbis in interfaith relations applauded Pope Benedict XVI’s speech at the Yad Vashem Holocaust memorial in Jerusalem, countering criticism from Israeli politicians and journalists (MetroCatholic):
      “I really think it is purposeless to parse every word of the pope, and to read into [his remarks] nuances that were not intended,” said Rabbi Gilbert Rosenthal, Executive Director of the National Council of Synagogues.

      Rabbi Rosenthal made his comments at a press conference with Archbishop Timothy Dolan of New York following the spring meeting of the consultation of the U.S. Conference of Catholic Bishops’ (USCCB) with the National Council of Synagogues (NCS) of America, May 12, in Manhattan.

      Rosenthal added that “the Holy Father went to Yad Vashem; he prayed at the Wall; he reiterated the fact that the Shoah must never be forgotten and that the names of the six million victims must never be erased from historic memory.”

      Rabbi Alvin Berkun, President of the (Conservative) Rabbinical Assembly, stood with Rabbi Rosenthal, and said the pope’s visits to both the memorial and the Western Wall, where he placed a prayer for peace among the religions and states of the region, build on the successes of his predecessor, Pope John Paul II, who visited the Holy Land in 2000.

    Palestinians have so loudly and for so long (nearly a century) rejected Zionism that the Mufti Amin al-Husseini, Yasir Arafat, and Hamas may appear to command unanimous Palestinian support.

    But no: polling research finds that a substantial minority of Palestinians, about 20 percent , is ready to live side-by-side with a sovereign Jewish state. Although this minority has never been in charge and its voice has always been buried under rejectionist bluster, Hillel Cohen of the Hebrew University of Jerusalem has uncovered its surprisingly crucial role in history.

They provided labor, engaged in commerce, sold land, sold arms, handed over state assets, provided intelligence about enemy forces, spread rumors and dissension, convinced fellow Palestinians to surrender, fought the Yishuv’s enemies, and even operated behind enemy lines.     War Crimes

    An article in the New York Times -- A Gaza War Full of Traps and Trickery -- describes "a war of new tactics, quick adaptation and lethal tricks" that is now taking place, as Israel and Hamas slug it out on the streets of Gaza:
    Hamas, with training from Iran and Hezbollah, has used the last two years to turn Gaza into a deadly maze of tunnels, booby traps and sophisticated roadside bombs. Weapons are hidden in mosques, schoolyards and civilian houses, and the leadership’s war room is a bunker beneath Gaza’s largest hospital, Israeli intelligence officials say.

    Unwilling to take Israel’s bait and come into the open, Hamas militants are fighting in civilian clothes; even the police have been ordered to take off their uniforms. The militants emerge from tunnels to shoot automatic weapons or antitank missiles, then disappear back inside, hoping to lure the Israeli soldiers with their fire.

    In one apartment building in Zeitoun, in northern Gaza, Hamas set an inventive, deadly trap. According to an Israeli journalist embedded with Israeli troops, the militants placed a mannequin in a hallway off the building’s main entrance. They hoped to draw fire from Israeli soldiers who might, through the blur of night vision goggles and split-second decisions, mistake the figure for a fighter. The mannequin was rigged to explode and bring down the building.

    The deliberate exploitation of civilians by Hamas in this manner, the use of schools and mosques as ammunition dumps; the wearing of civilian clothes by Hamas' fighters -- are clear violations of internationally-agreed ethical conduct during wartime.

    Yet, it is appalling how the focus of criticism, in this case as in times past, is on Israel -- a nation which by all appearances is making a concerted effort to abide my the rules of war, including the targeting of civilians.

    Meanwhile, in another candid report, the New York Times reveals a scene from a Gazan hospital and the shocking reaction of one terrorist to the suffering around him:

    A car arrived with more patients. One was a 21-year-old man with shrapnel in his left leg who demanded quick treatment. He turned out to be a militant with Islamic Jihad. He was smiling a big smile.

    “Hurry, I must get back so I can keep fighting,” he told the doctors.

    He was told that there were more serious cases than his, that he needed to wait. But he insisted. “We are fighting the Israelis,” he said. “When we fire we run, but they hit back so fast. We run into the houses to get away.” He continued smiling.

    “Why are you so happy?” this reporter asked. “Look around you.”

    A girl who looked about 18 screamed as a surgeon removed shrapnel from her leg. An elderly man was soaked in blood. A baby a few weeks old and slightly wounded looked around helplessly. A man lay with parts of his brain coming out. His family wailed at his side.

    “Don’t you see that these people are hurting?” the militant was asked.

    “But I am from the people, too,” he said, his smile incandescent. “They lost their loved ones as martyrs. They should be happy. I want to be a martyr, too.”

    It is questionable whether the people of Gaza share his enthusiasm.

    The Israeli-Hamas Conflict - A Roundup

    • 12-29-08: Hamas executes wounded Gazans charged with "collaborating with Israel":
      On Monday, Dr. Ashour was not the only official in charge. Armed Hamas militants in civilian clothes roamed the halls. Asked their function, they said it was to provide security. But there was internal bloodletting under way.

      In the fourth-floor orthopedic section, a woman in her late 20s asked a militant to let her see Saleh Hajoj, her 32-year-old husband. She was turned away and left the hospital. Fifteen minutes later, Mr. Hajoj was carried out by young men pretending to transfer him to another ward. As he lay on the stretcher, he was shot in the left side of the head.

      Mr. Hajoj, like five others killed at the hospital this way in 24 hours, was accused of collaboration with Israel. He had been in the central prison awaiting trial by Hamas judges; when Israel destroyed the prison on Sunday he and the others were transferred to the hospital. But their trials were short-circuited.

    • 12-30-08: "A Fatah Friend Writes: I'm Supporting the Israeli Air Force" - Jeffrey Goldberg @ The Atlantic conveys the news by way of a Palestinian friend that Fatah has been assisting the Israelis by providing information on Hamas targets. (His friend is the subject of a book, Prisoners: A Story of Friendship and Terror -- the memoir of an American-bred Zionist and his 15-year friendship with a Palestinian insurgent).

    • 01-01-09: The New York Times recently reported on Israel's targeting of tunnels used by Hamas to smuggle weapons, explosives and arms-making materials and the efforts the IDF is making to discriminate such tunnels from those used by Gazan civilians for economic purposes:
      Both Ahmeds are businessmen; they, too, have tunnels, through which they ship consumer goods like cigarettes and snacks, like the popular Egyptian potato chips called Chipsy and Crunchy, as well as larger products like generators, televisions and washing machines.

      “It’s the No. 1 economy here,” Hillal Ahmed said. “Dollars, pounds, shekels, it all comes from the tunnels.” He laughed and opened his wallet. “We work for dollars,” he said, showing four neatly folded $100 bills. ...

      Hamas, the residents said, controls other tunnels, conduits for guns, cement, explosives and fertilizers for explosives.

      Muhammad al-Zarb said that the Israelis somehow seemed to know which tunnels were commercial and which were run by Hamas, and that they seemed to be selective in their bombing. “If someone has a tunnel for Chipsy [snacks], it seems O.K.,” he said. “When a Hamas guy has a tunnel for weapons, they bomb it.”

    • 01-05-09: Gaza priest's message at Mass for peace: 'We cry and nobody hears us', by Judith Sudilovsky. Catholic News Service:
      In a center pew of St. Catherine's [adjacent to the Church of the Nativity in Bethlehem, West Bank], Victor Zoughbi knelt in prayer.

      He told Catholic News Service after Mass he was praying "not just for the people in Gaza but also for those in Tel Aviv. Every (Israeli) soldier going into Gaza now has a mother who is sitting glued to the television with her heart in her throat. He who truly has God in his heart loves everybody."

      Zoughbi said he did not understand the purpose of Hamas' rockets, given their inaccuracy, and he emphasized the fact that there is only one Palestinian government headed by Palestinian Prime Minister Mahmoud Abbas. In June 2007, Hamas split with Abbas' Fatah movement and took control of the Gaza Strip. Abbas' government still controls the West Bank.

      "What are we fighting over -- for a piece of land? Take the land. In the end the land will swallow us all," he said, noting that, given the situation, he was not able to speak so freely with many of his friends and acquaintances lest his loyalty be called into question.

    • 01-05-09: US couple in Israel using tub to protect kids against Hamas missiles, by Judith Sudilovsky. Catholic News Service:
      JERUSALEM (CNS) -- Americans Robin and Matthew Umberger, both 32, have been putting their three children to sleep each night in the bathtub of their home in Beersheba, Israel, to protect them against incoming Palestinian missiles.

      As the Israeli military operation in the Gaza Strip expanded, the militant Islamic group Hamas' resolve to hit Israeli targets continued and expanded, and for the first time Beersheba, Israel's fourth-largest city, became a target for incoming rockets, mortars and missiles.

      "The worst part is you never know when or where one will fall so we stay inside the house all day," Matthew Umberger, who is originally from Thayer, Kan., told Catholic News Service in a telephone interview. "The kids were afraid of the sirens at first but they have gotten used to it. It has been stressful for the kids. We are all tired."

      Robin Umberger said she told her children, ages 1-8, that some "bad people" wanted to hurt others but that God was taking care of their family.

      "I emphasized that when they are frightened they should pray for the kids who are in Gaza who are in danger and whose situation is worse than ours. It is very sad," said Robin Umberger, originally from Oklahoma.

      Having experienced fear for his family for a few days, he said he can now begin to comprehend the experiences of Israelis in border communities like Sderot.

      "Your perspective changes a little when the missiles start landing in your backyard," he said.

      Of course, it is easy to blame Hamas. It is they, after all, who deliberately put their weapons caches in mosques, their rocket launchers in schoolyards, and their command centers in hospitals -- all with the explicit goal of maximizing the tragedy of an Israeli response.

      Yet Hamas is not the only Palestinian group at fault. In 2005, shortly after the Israeli withdrawal from the Gaza Strip, I met with the chief of staff to the chairman of the Palestinian Authority, Mahmoud Abbas. My question to him: Now that we have uprooted thousands of Jews and empowered Gazans to be masters of their own fate, can we hope that within a year's time there will be fewer refugees in the camps? "Absolutely not," he said. "The refugees will be relocated only in the context of the final status [agreement]. How can we move them if we do not know where they will live? Maybe they will live in Israel."

      In withdrawing from Gaza, Israel made painful concessions for peace by forcibly removing Jews from their homes. And yet even the Palestinian Authority, the most moderate among Palestinian political groups, would not consider easing their own people's plight in the wake of Israel's compromise. This is because the suffering of the refugees is essential to their broader political struggle.

    • The Israeli Embassy in London has established a blog, Aid2Gaza "which aims to give as much information as possible on all the international aid being sent into Gaza."

    • 01-06-09: The Jerusalem Post reports that Hamas has set up an independent hospital in the Gaza Strip to treat its own wounded - and, according to Israeli estimates, is pilfering a significant portion of the medicine allowed into the Strip. Nonetheless, the Israeli Defense Ministry said it would continue faciliating the transfer of food and medical supplies to the people of Gaza.

    • 01-07-09: This past Friday, the Hamas television show Pioneers of Tomorrow (a child-indoctrination version of "Sesame Street") depicted the bunny Assoud dying in a Gaza hospital after an Israeli attack.


      Assaud the Jew-eating Bunny was introduced to Gazan children in February 2008:

      The Pioneers of Tomorrow children’s series produced by Palestinian group Hamas and made famous by a Mickey Mouse-looking character declaring jihad on Israel and the US, introduced Assud the Bunny.

      Assud - who said in his first episode that he would “get rid of the Jews, Allah willing, and… will eat them up” - replaced his brother, Nahoul the Bee, according to the translation from the Middle East Media Research Institute.

      [...]In an interview with the program’s host, a young girl purportedly named Saraa Barhoum, Assud talked about becoming martyrdom.

      "We are all martyrdom-seekers, are we not, Saraa?” Assud said on the show.

      Saraa said: “Of course we are. We are all ready to sacrifice ourselves for the sake of our homeland. We will sacrifice our souls and everything we own for the homeland."

      Assoud will join Farfour, Hamas' copycat version of Mickey Mouse, in Paradise. (Farfour was "martyred" by an Israeli on May 11, 2007).

    Michael Sean Winters on "The War in Gaza"

    ... The Israeli action has not moved the Arab governments in the region to defend Hamas. Egypt, Jordan and Saudi Arabia have nearly as great an interest in Israel’s defeating the terrorists as Israel does. They know that there is no negotiating with these fanatics even while they overlook their own complicity in stoking the anti-Israeli fires over the years.

    Of course, there remains one very simple way to break the cycle of violence in the Mideast: The Palestinians must unequivocally accept Israel’s right to exist and abandon their hopes for turning back the clock to 1966. As long as the Palestinians insist on half of Jerusalem, they will never have complete control of Nablus. And until their universities stop being recruiting grounds for terrorists, those of us who live in countries that insisted on the unconditional surrender of Nazi Germany should be careful about condemning Israel.

    We all want to break the circle of violence. But, Pope Benedict XVI, perhaps more than most, knows the nasty consequences of mixing fanatic ideology with politics for he witnessed those consequences as a young man. Hamas and its allies bring eschatology where Hitler brought the Occult mixed with Wagnerian Germanic mythology, but the effects are the same: a regime that is a curse for its own people and its neighbors. Peace can only come when Hamas is defeated.

    Thoughts on the Israel's War with Hamas

    On December 27th, 2008, Israel launched a series of air strikes on Hamas training camps, headquarters, weapons storehouses, underground missile silos and command-and-control centers in Gaza -- the start of an open-ended offensive to stem the increasing barrage of rocket-attacks that have plagued Southern Israel in the past months.

    Israeli ambassador to the UN Gabriela Shaleb defended the operation:

    "Israel is taking the necessary military action in order to protect its citizens from ongoing terrorist attacks originating from the Gaza Strip and carried out by Hamas and other terrorist organizations," Shalev said, adding that Hamas "holds the sole responsibility for the latest events."

    Israel, she continued, "has exhausted all means and efforts to reach and maintain quiet and to respect the state of calm… Israel's response is aimed solely against the terrorists and their infrastructures in the Gaza Strip. It is not intended against the civilian population. Israel is committed to prevent a humanitarian crisis."

    Shalev asserted that "No country would allow continuous rocketing of its civilian population without taking the necessary actions to stop it."

    Commenting on the three-day air assault by Israel on Hamas, Deal Hudson states "Bombing Gaza Won't Make Israel Safer". It's a good post and, if anything, certainly jeopardizes Hudson's standing as a member of the cabal of "Catholic neocons" beholden to Israel and the Republican Party (see Robert Sungenis and other tirades from the fringe-right). That said, I wish to register some thoughts in reaction, both to Hudson and our fellow critics at Vox Nova:

    Truce? No truce? -- Boy, that was quick.

    • Previous cease-fires with Palestinians paint a bleak picture by Abe Selig. Jerusalem Post June 18, 2008:
      Aiming to end months of bitter clashes between the IDF and Hamas terrorists in Gaza, a fragile truce has been formally recognized between both Israel and the Hamas-led government there, in which rocket attacks on Israel will stop and Israel will ease its blockade of the Gaza Strip.

      But a look at previous tahadiyehs (the Arabic term meaning "period of calm" that Hamas uses for its informal cease-fires) casts doubt on the possibility of a cessation of violence and the likelihood of this latest truce holding at all.

    • According to Senior Defense Ministry Official Amos Gilad, one of the conditions of the truce was a cessation to weapons smuggling by Hamas (Ynet News June 19, 2008):
      Gilad described the conditions according to which the terror organizations were to be judged during the ceasefire. "We need a total ceasefire – all included. If tomorrow morning one single rocket is fired, it will be a violation of the agreement. There is no room for interpretation, and no mediating body is needed. We will not accept the firing of even one Qassam.

      "Egypt, on its side, is committed to preventing the smuggling activity from Gaza. It's simple; Egypt has a border with Gaza, through which weapons and terrorists are smuggled. Smuggling is a serious violation of the terms. Any such infraction will lead to a change in Israel's stance from the way in which it was presented to the Egyptians," he said.

    Latin patriarch Fouad Twal: "it’s time to put an end to the Wall"

    According to Vatican Radio, the newly appointed Latin Patriarch Fouad Twal cited "freedom of movement for priests and religious between these regions is a primary pastoral concern":
    “We receive a lot of help and we are grateful but at the same time we say we need more. What we need is peace. We don’t only [want] to be a begging Church, we don’t want to be beggars with a licence. I don’t like this. We need a political horizon, it’s time to put an end to the Wall, the Checkpoints, it’s time for a Palestinian State, it’s time for an end to our problems with visa’s. The majority of our priests, nuns, schools, families are in Jordan. We need a link to Jordan we need to be able to move with freedom and liberty for our pastoral work. I am not speaking about politics, let’s leave politics to the politicians, I am a bishop, we want to move for our pastoral work and we are handicapped”.

    "Time to put an end to the Wall"? -- Granted that freedom for clergy and religious is a legitimate concern in the administration of their pastoral duties, it is unfortunate that the Archbishop gives little thought to the welfare of those for whom "The Wall" and the "Checkpoints" were established:

    Before the construction of the fence, and in many places where it has not yet been completed, a terrorist need only walk across an invisible line to cross from the West Bank into Israel. No barriers of any kind exist, so it is easy to see how a barrier, no matter how imperfect, won't at least make the terrorists' job more difficult. Approximately 75 percent ofthe suicide bombers who attacked targets inside Israel came from across the border where the first phase of the fence was built.

    During the 34 months from the beginning of the violence in September 2000 until the construction of the first continuous segment of the security fence at the end of July 2003, Samaria-based terrorists carried out 73 attacks in which 293 Israelis were killed and 1950 wounded. In the 11 months between the erection of the first segment at the beginning of August 2003 and the end of June 2004, only three attacks were successful, and all three occurred in the first half of 2003.

    Since construction of the fence began, the number of attacks has declined by more than 90%. The number of Israelis murdered and wounded has decreased by more than 70% and 85%, respectively, after erection of the fence.

    Even the Palestinian terrorists have admitted the fence is a deterrent. On November 11, 2006, Islamic Jihad leader Abdallah Ramadan Shalah said on Al-Manar TV the terrorist organizations had every intention of continuing suicide bombing attacks, but that their timing and the possibility of implementing them from the West Bank depended on other factors. “For example,” he said, “there is the separation fence, which is an obstacle to the resistance, and if it were not there the situation would be entirely different.”

    In 2008, Palestinian Islamic Jihad leader Ramadan Abdallah Shalah was interviewed in Damascus by the Qatari newspaper Al-Sharq, and likewise admitted to the effectiveness of the security fence in impeding terrorist attacks:

    He said that the second intifada was currently characterized by rocket fire, which had replaced the previous stage of suicide bombing attacks. That, he said, was because the enemy [i.e., Israel ] had found ways and means to protect itself from such attacks: “… For example, they built a separation fence in the West Bank . We do not deny that it limits the ability of the resistance [i.e., the terrorist organizations] to arrive deep within [Israeli territory] to carry out suicide bombing attacks , but the resistance has not surrendered or become helpless, and is looking for other ways to cope with the requirements of every stage [of the intifada]…” (Al-Sharq, March 23, 2008 ).
    Honestly, I expect the Wall will come down when Israel's enemies decide to abandon their suicide attacks.

    Why Do Palestinian Terrorist Groups Agree to Cease-Fires?

    “Palestinian terrorist groups agreed to a cease-fire to advance the peace process.”

    FACT

    In an effort to stop the nearly daily onslaught of rockets from Gaza, Israeli officials have discussed the possibility of a cease-fire with the Hamas terrorists bombarding the Israeli civilian population. Egypt and others have also tried to mediate a cessation of terror that would allow Israel to end its counterterror measures. Rather than agree to a simple cease-fire, however, Hamas, has engaged in verbal gymnastics to suggest it will adopt a policy that will, at best, offer a temporary respite while the organization continues to build up its arsenal to pursue its long-term goal of destroying Israel.

    The latest example of this Hamas tactic is the proposal in May 2008 to accept a “tahdiyah,” or period of calm. Earlier, in June 2003, Islamic Jihad and Hamas agreed to a hudna in response to demands from then Palestinian Authority prime minister Mahmoud Abbas to stop their attacks on Israel so he could fulfill his obligations under the Middle East road map. The agreement was interpreted in the Western media as the declaration of a cease-fire, which was hailed as a step forward in the peace process. Violence continued after the supposed cease-fire, however, and Israeli intelligence found evidence the Palestinians exploited the situation to reorganize their forces. They recruited suicide bombers, increased the rate of production of Qassam rockets, and sought to extend their range. Over the last five years since the declaration of the hudna, attacks on Israel increased and Hamas succeeded in smuggling in more weapons with longer ranges.

    While any cessation of violence against Israeli civilians is to be welcomed, it is important to understand the cease-fire the radical Islamic groups are contemplating in the Muslim context.

    The media and some political leaders portray a hudna as a truce or a cease-fire designed to bring peace. Though the term hudna does refer to a temporary cession of hostilities, it has historically been used as a tactic aimed at allowing the party declaring the hudna to regroup while tricking an enemy into lowering its guard. When the hudna expires, the party that declared it is stronger and the enemy weaker. The term comes from the story of the Muslim conquest of Mecca. Instead of a rapid victory, Muhammad made a ten-year treaty with the Kuraysh tribe. In 628 AD, after only two years of the ten-year treaty, Muhammad and his forces concluded that the Kuraysh were too weak to resist. The Muslims broke the treaty and took over all of Mecca without opposition.212

    A modern-day hudna is not a form of compromise, rather it is a tactical tool to gain a military advantage. Hamas has used it no fewer than 10 times in 10 years.

    The Bishops and the Suicide Bomber

    Filmmakers tell us that the impact of a scene lies not in a single shot, but rather in the juxtaposition of two shots; the contrast of viewing each in succession provides an experience that adds up to more than the sum of its parts. Life also has these moments, when the juxtaposition of events reveals more than any one experience ever could. Two recent events tell us much about how the Arab-Israeli conflict is viewed.

    First, American and European Bishops began a four-day meeting in the Holy Land, presided over by Latin-rite Patriarch Michel Sabbah. The purpose of their visit was to express solidarity with the Church of the Holy Land, and to reiterate grave concerns over the security measures taken by Israel in the face of a prolonged terrorist war.

    Second, a female suicide bomber (and mother of two) took advantage of Israel’s soft policy towards Palestinian females, feigning metal plates in her legs in order get inside the checkpoint between Israel and the Gaza Strip. When a female soldier went to help her, she blew herself up, killing four Israelis and wounding nine others.

    The next day a statement from the Bishops denounced not only the anti-terrorism fence, but also checkpoints, visa restrictions, and other inconveniences. Did they blame these sometimes harsh but necessary constraints on those who use mass murder as a tool of diplomacy? No, they blamed the state of Israel.

    In the Catholic faith, the State derives the right to use lethal force from Natural Law, and is required to wield it to protect her citizens. Failure to do so is a moral failure. But the Jewish State is criticized harshly by American and European Bishops even when it uses non-lethal means to protect citizens from a terrorist war. Given that both the Bishops and European governments (to say nothing of the U.S. State Department) have vociferously criticized Israel for targeted killings of terrorist leaders and risky house-to-house searches for terrorists, it isn’t clear what Latin-rite Patriarch Michel Sabbah and USCCB President Wilton Gregory would consider acceptable methods to prevent soldiers, women, children, and even Holocaust survivors from being blown to bits, shot in the head by snipers, or beaten to death with heavy rocks. Since such horrific violence predates the anti-terrorism fence (as well as the settlements), it is difficult to fathom why the Bishops see either of those issues as the difference between bodies strewn across a crowded market place and peace in our time.

    Reasonable people can disagree over whether the anti-terrorism fence is an effective method to reduce terror aimed at civilians as well as soldiers. What is not reasonable is the insistence that Israel do nothing serious in the face of an enemy that has pledged to destroy the Jewish State and whose leaders still speak of liberating “occupied Tel Aviv.”

    History provides the context whereby moral judgments are made about nations. But the statement released by the Bishops was written in a moral and historical vacuum. Rather than a small, besieged country that has faced four Arab wars aimed at its annihilation, Israel is that country which is building the dreaded fence, a humiliating barrier more soul-destroying than a bomb in a pizza parlor or grenades tossed into a Bar Mitzvah. Instead of a country that only ten years ago offered the Palestinians virtually all of the disputed territory acquired in 1967 from an invading Jordan (only to have the offer rebuffed in favor of a new and deadlier Intifada), Israel is the country that is building a “permanent structure” which is “dividing families” and isolating Palestinians “from their livelihood.” There is nothing in the Bishops’ statement about how Palestinian livelihood is affected by terrorism, the Palestinian Authority dictatorship, or virulent, institutionalized anti-Semitism.

    The next paragraph is worth quoting in full:

    “We have had an experience of the frustration and humiliation undergone everyday by Palestinians at checkpoints, which impede them from providing for their families, reaching hospital, getting to work, attending studies and visiting their relatives.”

    In a sad and tragic act of irony that says more than any press release could, shortly before the Bishop’s statement was released a female Palestinian terrorist showed all with open eyes exactly what the checkpoints (and the fence) are designed to prevent.

    The Bishops’ statement of solidarity ends with the rallying cry “You are not alone!” One might ask, alone in the face of whom? There aren’t many actors in the Bishops’ drama. Arab countries, terrorist groups, and this month’s Palestinian leader do not figure into the moral calculus. Hebrew Catholics (and their Bishop) were evidently not invited or else declined to attend. Are the Bishops really suggesting that the Church in the Holy Land become another group raising its fist in defiance of the “Zionist entity?”

    Michel Sabbah and the Catholic Bishops have given us a simplistic and all-too-European scenario in which the Jewish State is stealing land and preventing decent folk from work and worship. In doing so they have eschewed the difficult moral issues of unfinished terrorist wars, resurgent world-wide anti-Semitism, Islamofascism, and the right of democracies to defend their people from all of the above. These are only the most important issues facing the world today. Catholics deserve better from their leadership.
